FDA's Mission Statement


The FDA is responsible for protecting the public health by assuring the safety, efficacy, and security of human and veterinary drugs, biological products, medical devices, our nation’s food supply, cosmetics, and products that emit radiation. The FDA is also responsible for advancing the public health by helping to speed innovations that make medicines and foods more effective, safer, and more affordable; and helping the public get the accurate, science-based information they need to use medicines and foods to improve their health.

Die FDA (Food and Drug Administration) ist das Gesetz gebende Organ der USA. Sie hat den Auftrag, die Gesundheit der Verbraucher zu schützen, indem sie Richtlinien für die Herstellung von Produkten, die für den Gebrauch durch Menschen, aber auch an Tieren gedacht sind, erstellt. Sie ist eines der ältesten Organe der US-Regierung. Der Bereich Lebensmittel und Pharmaprodukte entspricht mit einem Umsatz von mehr als einer Billion USD einem Viertel der Lebenshaltungskosten des amerikanischen Durchschnittsbürgers. Die FDA ist eine staatliche Organisation mit mehr als 9.000 Mitarbeitern. 15.000 der ca. 95.000 Betriebe, die in die Verantwortung der FDA fallen, werden pro Jahr von einem der 1.100 Inspektoren besucht. Die FDA kann umgehende Beseitigung von Mängeln, die Rücknahme von Produkten, oder auch die Schließung eines Unternehmens veranlassen.

Die FDA beschäftigt rund 900 Chemiker und 300 Mikrobiologen, die in 40 Labors alle Lebensmittel und Pharmazeutika auf ihre Inhaltsstoffe testen können.

Die FDA hat für die Qualifizierung des Designs von lebensmittelverarbeitenden Maschinen und Anlagen die 3A beauftragt. Die FDA selber definiert z. B., welche Materialien mit Lebensmitteln oder Pharmazeutika in Berührung kommen dürfen. Die Gesetze und Regularien der USA sind im Code of Federal Regulations (CFR) aufgeteilt auf rund
50 Sachgebiete, festgeschrieben. Das Gebiet Lebensmittel und Pharma wird im Gebiet
CFR 21 behandelt. In Teil 177 sind die Kunststoffe beschrieben, die mit Lebensmitteln in Kontakt kommen dürfen. Dabei werden diese Stoffe so behandelt, als würden sie für die Zugabe zu Lebensmitteln vorgesehen sein. Daher heißt der Teil 177 auch „Indirekte Lebensmittel-Zugaben. Direkte Zugaben werden in Part 172 beschrieben.

Die FDA prüft keine Materialien auf Wunsch, sondern hat eine Positivliste erstellt, in der Materialien aufgeführt sind, die grundsätzlich als sicher anzusehen sind (GRAS, Generally Regarded As Save). Jeder Verwender muss sich selber darum bemühen, dass die von ihm verwendeten Materialien „Complient with FDA Guidelines“ sind.

Master Brewers Association of the Americas


In 1887, the Master Brewers Association of the Americas was formed with the purpose of promoting, advancing, improving, and protecting the professional interest of brew and malt house production and technical personnel. MBAA disseminates technical, practical information, promoting training, encouraging cooperation, interaction, and further knowledge through the exchange of ideas.

Today, the Association continues to observe the original tenets and has evolved into a worldwide organization with 24 Districts made up of 3,500 members. The MBAA is governed by the members through an elected Board of Governors.

Die 3A wurde als Non-Profit-Organisation 1920 in den USA aus drei Organisationen mit Molkereibezug, der
  • International Association Food Industry Suppliers (IAFIS),
  • International Association for Food Protection (IAFP), sowie der
  • Milk Industry Foundation (MIF)

gegründet, um Standards für Ausrüstung und Anlagen von Molkereien zu schaffen. Diese Standards sollen die Produktqualität sicherstellen und somit die Gesundheit des Endverbrauchers schützen.

Seit 2002 existiert zusätzlich eine Tochterfirma, die 3A Sanitary Standard Inc. (3A-SSI), eine Non-Profit-Organisation, die die 3A-Kriterien in Standards umwandelt und über deren Einhaltung wacht. Es werden entsprechende Schulungen angeboten.

3A wird von vielen Ländern und Lebensmittelherstellern anerkannt. Es handelt sich nicht um ein gesetzgebendes Organ, sondern um eine Firma, die ausreichend Einnahmen zum Überleben generieren muss. Es gibt eine enge Zusammenarbeit mit der FDA (Food and Drug Administration), in deren Auftrag die 3A tätig ist. Die Grundsätze und Zertifikate finden auch außerhalb der Milchindustrie Anwendung.

Die 3A beschäftigt sich hauptsächlich mit der Bewertung der konstruktiven Merkmale von Geräten und Anlagen. Hierzu werden Zeichnungen zur Bewertung eingereicht. Es wird die Einhaltung der Grundsätze des hygienischen Designs überprüft. Eine unabhängige Instanz prüft dann beim einreichenden Hersteller in der Geräteproduktion, ob die gemachten Angaben auch umgesetzt werden (3rd Party Verification). Besteht ein Gerät/Unternehmen diese Prüfungen, wird ein Zertifikat mit Prüfzeichen ausgestellt. Das Zertifikat bezieht sich immer auf die Kombination Gerät/Prozessanschluss.

Es werden aber auch Empfehlungen zur Installation und Betrieb von Lebensmittelanlagen gegeben.

Parallel zu der FDA veröffentlicht die 3A eine Liste, aus der hervorgeht, welche Materialien, insbesondere welche Kunststoffe, eingesetzt werden sollen.

Endress+Hauser kann zu den Geräten seiner hygienischen Gerätelinie die Zertifikate mit anbieten. Die Anlagendokumentation ist entscheidend für eine Zertifizierung oder gesetzliche Überprüfung.

Das United States Department of Agriculture unterhält einen “Food and Safety Inspection Service”.

Es beschäftigt sich mit der Herstellung, Verpackung und dem Transport von landwirtschaftlichen Produkten. Insbesondere Ausrüstung für die Bearbeitung von Fleisch und Geflügel stehen in Ihrem Fokus. Eingesetzte Materialien werden individuell bewertet, und müssen für die einzelne Maschine/Anlage dokumentiert werden.

Generell werden die Vorgaben, die die FDA macht, anerkannt. Zur Dokumentation gehört somit für die Messtechnik ein Zertifikat, das bestätigt, dass die eingesetzten Materialien FDA-konform sind.

Agricurlture & Agrifood, sowie die Health Canada sind die Behörden zur Lebensmittelaufsicht in Kanada. Sie beschäftigen sich auch mit den eingesetzten Materialien in der Lebensmittelproduktion. Das eingesetzte Material muss jeweils zur Begutachtung eingereicht werden. Nach bestandenem Test wird ein Zertifikat erteilt. Es gibt Abteilungen, die sich mit der Anlageninspektion, Fleisch und Geflügel, Anlagen und Ausrüstungen auseinander setzen.

Die United Staates Pharmacopeia (USP) ist eine Non-Profit-Organisation, die sich hauptsächlich mit der Technologie zur Herstellung pharmazeutischer Produkte beschäftigt.

Seit 1960 beschäftigt sie sich auch mit der Definition von Kunststoffen. Die Anforderungen werden in verschiedenen Klasen eingeteilt. Für die höchste Klasse IV werden Invivo-Tests durchgeführt. Es werden keine Zertifikate ausgestellt. Die FDA bezieht sich auf einige der USP-Methoden.

Die American Society for Testing and Materials ist eine Non-Profit-Organisation, die Materialien, Geräte, Systeme und Servicedienstleistungen prüft und bewertet. Die erarbeiteten Standards haben keine gesetzgebende Wirkung solange ihre Einhaltung nicht vertraglich bestätigt ist.

Das American National Standard Institute ist eine private Non-Profit-Organisation, welche Standards und Konformitätsprüfungen, die auf freiwilliger Basis beruhen, koordiniert. Gegründet 1944 in Michigan USA als National Sanitation Foundation.

1952 wurde daran angeschlossen das National Sanitation Foundation Testing Laboratory (NSFTL) gegründet.

Es handelt sich um eine Firma, die keine gesetzgebenden Befugnisse hat und wie eine Stiftung nicht auf Profiterzielung ausgerichtet ist. Sie ist vom ANSI (American National Standards Institute) anerkannt.

Als Mission hat die NSF der weltweit führende Anbieter von Managementlösungen für die allgemeine Gesundheit und Risikomanagement im Bereich der Nahrungsmittel zu sein, bzw. zu werden.

Die NSF hat verschiedene Labors und Beratungsfirmen aufgekauft. Sie kann somit Third-Party Expertisen erstellen und Untersuchungen durchführen.

Es werden umfangreiche Schulungen zum Thema der Lebensmittelsicherheit angeboten.
